Lack of strength:
"Smaller tides, also called tides "Death water", are low amplitude tides that occur in the first and last quarter moon, when the forces of the sun and moon may not be combined".
It would have been more obvious to deal with the tidal force and power, but I preferred to imagine that these tides do only that quiet enjoyment of their movement.
